It was assumed that such ships would be built at shipyards in the Volga basin and, upon completion, would be transferred to the North Sea and the Baltic. The Navy's General Staff considered the idea in 1942, but they rejected it because the ship's displacement was too large. A year later, the performance specifications for a destroyer were presented, but the project wasn't pursued.
